An original industry-wide communications competence model was introduced in the late 90s to monitor staff aptitude in safety critical communications.

However, this only focussed on three areas of verbal exchange: commencing communication; exchanging information and concluding communication. These were rated on a scale of A to C, where A was very good and C was very poor.

Operations Competence Specialist Peter Nock explained: “There are multiple things to consider when monitoring any verbal exchange on the network. And using this three-tiered measurement meant that all communication ended up as average. There was no real way of identifying when it was good or bad or making a real distinction between individual standards.”

A new system was required that could distinguish between excellent, good, poor or very poor performance. So Lucid stepped in to help develop a training tool that was better suited to the job.
